Introduction
1. History :- The Stationery Office, Kolkata was established in British era in the year 1850, under the management of the erstwhile Government of Bengal and placed under the control of an officer designated as Superintendent, Stamps & Stationery. On the recommendations of a committee named ‘MAYOR COMMITTEE’, the Stationery Office, Kolkata was transferred to the Central Government (Government of India) under the as Central Stationery Office, 3, Church Lane, Calcutta in the year 1904 and placed under the Controller of Printing, Stationery & Stamps in the admn.control of Finance & Commerce Department. Subsequently, it was placed under the Department of Industries & Labour and after independence in 1947, it had functioned under various Ministries before finally bringling it under the admn. control of Ministry of Housing and Urban Affairs. It has Headquarter at Kolkata with three Regional Stationery Depots located at New Delhi, Chennai and Mumbai.
2. Current Functions : – GISO is responsible for transparent procurement of paper, stationery and paper made articles and e-stationery at economical cost and supplies it to Government offices including Defence and Paramilitary Forces. The procurement is majorly made from Small Scale Industries (SSI) registered under MSME Act through GeM Portal and strictly in compliance of the guidelines of Central Vigilance Commission (CVC) as in vogue from time to time. The procured items are supplied after quality assurance as per quality norms of Bureau of Indian Standard (BIS).The supply of Stationery is regulated on the basis of the “Quantity Scale” to avoid wastage of stationery as well as drainage of Government money unnecessarily in terms of “Rules for the Supply and use of Stationery Stores”.

4. Regional Units.
a) The Regional Stationery Depot New Delhi established during the year of July, 1957. It is primarily responsible to cater the Stationery supplies to all Central Govt offices, UT offices, Defence units and paramilitary units located at Northern India.

b) The Regional Stationery Depot Mumbai established during the year of March, 1965. It is primarily responsible to cater the Stationery supplies to all Central Govt offices, UT offices, Defence units and paramilitary units located at Western and Central India.

c) The Regional Stationery Depot Chennai established during the year of Feb, 1965. It is primarily responsible to cater the Stationery supplies to all Central Govt offices, UT offices, Defence units and paramilitary units located at Southern India, A&N Islands and Lakshwadeep Islands.
5. Types of Indenter.
a) Paying indenters:
All Central Govt offices under the ageis of Ministry of Defence, Railways, Postal & Telecommunication and Information & Broadcasting . All CPSU’s, irrespective of any Ministry. As per Govt Policy no funds are allocated to GISO for procurement of Stationery items, therefore these Indenters/ department may draw stationery items on payment basis. No quantity scale applied.
b) Non-Paying Indenters :
All Central Govt of Offices under the ageis of Ministries other than mentioned in above para. As per Govt Policy seperate funds are allocated to GISO for procurement of Stationery items, therefore these Indenters/ department may draw stationery items on free of cost . The supply is regulated as per Qunatity scale prescribed based on establishment strength.
